Limited access?.....no access, to any school, it sounds like. As the parents in the article say, they need to go back to their home communities and let the rich folks in Beijing sort out things for themselves.
Everything in China happens so fast. All the ills of North America's 100 year development are being compacted into 10 - 20 years for the Chinese.
